The change I made for Richard (using ValidCalls as a reject list on Pactor)
was a hack, and wasn't intended to be made generally available.
There was a lot of bad feelings caused in the early days of packet by some
sysops using a blacklist to lock out stations that the sysop didn't like. I
felt this was contrary to the spirit of ham radio, and refused to add a
general blacklist facility, although there was a special version that I made
available to sysops suffering from deliberate abuse.
However things have moved on, and if the feeling is that some form of
lockout list is needed, I'm happy to reconsider.
