Charles,
You don't NEED to be able to block connections from stations that
connect to the Internet to do that, except as a last resort. I'm sure
that most modern sysops that allow internet forwarding would respect
that, and it doesn't penalize hams that don't care whether messages come
into the BBS via internet or RF for connecting to the local node and
accessing an otherwise non-accessible BBS.
