Unfortunately a lot of sysops haven't got any clue what they're doing.
After your message I'm now getting these bulletins from FRA1PR.
Look closely at the R-lines and message type in the example below.
1) This message shouldn't be routed to me AT ALL.
2) This message shouldn't be a bulletin.
3) H-route ending with .EU.WW should only be .EU.
